How to measure the impact of multi-unit programs
In this paper, we provide an overview of the Basic Efficiency Resource framework called BER. As an evaluation method, BER helps you identify those parts of complex programs that contribute most to the outcomes, based on their relative size.
This is similar to a cost-benefit analysis, or social return on investment analysis. But it’s more visual and structured for use program evaluations.
BER was developed by Dr. Brian Cugelman and Eva Otero, as part of an impact study of Oxfam GB’s global climate change campaign.
